Bill which was passed by both Houses of Congress on April 30th 1858,
it offered a grant of land of 3,500,000.
The grant required the acceptance of the Lecompton Constitution. The bill was introduced by Democratic
Representative William Hayden English.
The people
of the Kansas Territory turned down the offer on August 21st 1858 by
a vote of 11,812 to 1,926.
Never heard of any of this and still don't understand what it is about. Not enough information is provided here.
